Just a block away at the foot of Berry Street is a CSO (Combined Sewer Overflow) Outfall. Over the years sediment has built up around the outfall, and
at low water the sediment forms a dam that impounds whatever comes from the outfall. In warm weather the stagnant accumulation becomes foul-
smelling. The city decided to address the problem while the needed equipment was on site.
